The supplier has a proposal. The owner still needs an independent technical position.

A vendor proposal tells you what the vendor is prepared to supply. Before contract commitment, the owner needs to know what technical outcome is actually being purchased, what remains excluded and how compliance will be demonstrated.

What should be reviewed before the purchase order?

The technical specification, operating assumptions, interfaces, battery limits, exclusions, utilities, performance requirements, documentation package, spare-parts obligations and acceptance criteria.

Why compare technical offers before comparing price?

Two quotations can carry similar equipment names while including different scope, assumptions and performance obligations. A price comparison is weak until the technical differences are visible.

What is the deliverable?

A documented owner-side position: confirmed requirements, open questions, deviations, technical risks and the evidence required at the next decision gate.
